Jason Statham plays an FBI agent (Jack Crawford) who discovers that a hit man (Rogue) played by Jet Li is back in San Francisco, killing wantonly. The clue is Rogue's trademark titanium shells with depleted uranium slugs. Rogue kills Crawford's partner, John Lone, plus his wife and daughter and sets their trailer home on fire.

With Crawford on his trail seeking "revenge" or "justice" (take your pick) Rogue skillfully incites a war between the Triads and Yakuzas in San Francisco, for no apparent reason. Rogue even sends in a hit crew to kill rival gang members having dinner at a tea house, and sits in a window picking off anyone left standing with a sniper rifle -- killing members of the gangsters and the hit crew both.

When a terrorist bomb detonates inside a Western housing compound in Riyadh, Saudi Arabia, an international incident is ignited.
